The bill amends HI ST s 431:10C-301 to increase the liability limits from 20/40/10 to 40/80/20. The Commissioner is expected to issue a memorandum to solicit rate filings from motor vehicle insurers to reflect these limits. Rate filings will be due no later than July 1, 2025. The increased limits will be effective for new and renewal policies on or after Jan. 1, 2026.

Also effective for new and renewal policies on or after Jan. 1, 2026, primary insurance coverage for each shared car available and used through a peer-to-peer car sharing program must not be less than 40/80/20.

Pursuant to HI ST s 431:10C-117, convictions for operating a motor vehicle without insurance will result in a $500 fine for the first offense. Effective July 1, 2024, this bill increases the fine for subsequent convictions within a five-year period from $1,500 to $2,000 per offense.
